Blind Female Killer character costumes

I know I’m very bad at human character design but at least I have try my best to make one.
I try to draw outline with some base color painting but final looks like manga art style ,
So I prefer do some sketching ideas of the character design 1st than directly add photo ref on the sketching and start detailing on the character. Is more better than I do the manga style character design as a character design work and is faster.
